On a horizontal surface the tilt is a choice, not an inheritance: in central Italy the annual optimum sits around 30-35 degrees, while 45 favours winter and output with the sun low. Below 10 degrees the rain stops washing the glass and cleaning becomes a manual job.
Check the ballast or the anchoring and the row spacing, so one row does not shade the next.
